Reporting to the Senior Executive Director, Labour Relations (LR) and in close consultation with the Vice-President, Division of People Strategy, Equity and Culture, the Executive Director will take a leadership role in collective bargaining, as well as in the development and delivery of Labour Relations strategy, systems, programs and in the provision of labour relations expertise to the University community. Key responsibilities will include partnering with the Senior Executive Director in achieving collective agreements within mandates and without labour disruptions, providing expert labour relations advice to members of the University’s senior administration and management; supervising, advising, coaching and mentoring labour relations staff; fostering and maintaining positive and harmonious relationships between the University and its union bargaining partners; promoting progressive labour relations practices; partnering with the Senior Executive Director on strategic, organizational, financial and staffing matters; supporting and advising administrative employee groups; acting as a liaison and point of escalation between labour relations staff and the Divisional HR Offices, ensuring that the relationship is positive, constructive, productive, and responsive to the needs of all involved. The Executive Director also acts as chief spokesperson in various negotiations; provides advice on the implementation, interpretation, administration, and application of the collective agreements, the investigation and disposition of discipline and discharge matters, resolution of grievances, and the grievance/mediation/arbitration process; ensures the availability of appropriate research, data analysis and costing capability as required for collective bargaining and collective agreement administration; develops the standard for training offered by the Labour Relations office to the University community; develops, designs, and delivers labour relations training programs in partnership with other members of the labour relations team, ensuring that programs are realistic and in line with University objectives, policies and procedures; provides training to line management and Human Resources regarding labour relations issues and related legislation; and represents Labour Relations on various HR, University and external committees or bodies serving as the Senior Executive Director’s partner and/or designate.

Qualifications Required:

I. EDUCATION:

Graduate degree required (e.g., Master’s Degree in Industrial Relations or other relevant advanced degree), or an acceptable equivalent combination of education and experience.

II. EXPERIENCE:

Minimum ten (10) years progressively responsible expert experience in a professional labour relations capacity, including leading labour relations teams/functions and cross-functional collective bargaining teams within large, multi-stakeholder employers. Extensive experience as chief spokesperson in collective bargaining, as well as extensive collective agreement interpretation, administration and advising experience, along with grievance/arbitration process management experience. Extensive knowledge of labour relations and related employment legislation and best practices. Demonstrated track record of effective negotiating skills in a multi-faceted and sophisticated environment required. Experience developing and delivering training programs. Demonstrated ability to lead and motivate a team of professional staff.

III. SKILLS:

Excellent analytical, communication, interpersonal, and organizational skills required, Computer skills and experience also required.

IV. OTHER:

Superior oral and written communication, interpersonal, listening, consulting, mediation and facilitation skills. Strong presentation and training capabilities. Strong analytical and quantitative skills. Excellent judgement and relationship management skills. Strong ability to persuade and gain consensus. Knowledge of research and survey methodology and concepts. Must have a proactive service orientation and must embrace diversity as a source of sustainable competitive advantage.
