Your Opportunity:


Reporting directly to the Assistant Director, Human Resources, and functioning as an integral part of the UTSC Human Resources team, the Supervisor, Payroll and Benefits is responsible for the management of a service focused Payroll & Benefit Section of the UTSC Human Resources Department. In addition to managing the benefit and pension administration for all unionized staff in fourteen (14) Collective Agreements and all non-unionized staff, faculty, Librarians and Research Associates governed by five (5) Policy Manuals at UTSC, the incumbent is responsible for: ensuring all payroll processing is completed accurately and in a timely manner; disseminating a wide range of information to client departments and individual employees regarding payroll, benefit matters; providing individual/group training for departmental contacts and employees; resolving escalated payroll and benefits issues; creating and conducting staff and faculty benefit orientations; identifying opportunities to streamline processes and improve customer service; creating/updating/maintaining HRIS records; auditing reports on a monthly basis; investigating and resolving payroll and benefit discrepancies; managing electronic and hardcopy employee/payroll files in accordance with the U of T file plan; remaining current with relevant policies, practices and collective agreements; providing training and day-to-day management of Payroll and Benefits Administrators and Payroll Assistants ensuring appropriate training and coaching is carried out; providing the Assistant Director with various data and reports on an on-going basis and participating on tri-campus and UTSC working committees and special projects.


The Supervisor, Payroll & Benefits is also responsible for: preparing the annual departmental budget submission to Financial Services; reconciling monthly the financial and payroll statements and investigating and resolving any budget/account discrepancies and; preparing the monthly budget forecasted free balance.

QUALIFICATIONS REQUIRED:


EDUCATION:
Post-secondary education in payroll/human resources/finance or an equivalent combination of education and experience. Must be in possession of a CPM certificate or currently enrolled in Canadian Payroll Association courses leading towards the CPM certificate
.
EXPERIENCE:
Minimum 7 years’ of payroll experience using SAP to process bi-weekly and monthly payroll and administer payroll, pensions, benefits and attendance provisions of collective agreements, and Academic/PM/Confidential terms and conditions of employment. Experience with generating statistical reports from HRIS; managing employee records; recruiting, training, supervising, coaching and mentoring staff; preparing budgets, monitoring and reconciling accounts; working in a confidential setting and dealing effectively with a diverse group of clients in difficult or sensitive situations.


SKILLS:
Must have comprehensive knowledge of payroll, pension, benefits, tax and records management policies, procedures, applications and related legislation; familiarity with current payroll and scheduling technologies, advanced knowledge of MS Office (in particular Excel, Word and Powerpoint); demonstrated experience working with databases/HRIS and payroll systems; excellent oral and written communication skills; proven ability to be tactful, discrete and maintain the highest level of confidentiality; effective analytical and problem-solving skills. Solid understanding of human resources management principles and approaches. Experience applying policies, employment related legislation, collective agreement provisions to compensation related matters.


OTHER:
Proven attention to detail and accuracy and strong aptitude for numbers; excellent time management and organizational skills; proven ability to use sound judgment, work under pressure, manage multiple and changing priorities, as well as demonstrate initiative; demonstrated and proactive customer service orientation with an awareness of, and sensitivity to, diversity; ability to work independently and as part of a team.
