Reporting to the Executive Director, the Manager is responsible for the overall implementation and coordination of budget and financial management functions within FMP. The incumbent makes recommendations of budgets and long-range planning. The incumbent provides leadership with all aspects of budget administration, financial management, managing finance staff, and departmental procurement.
The Manager ensures the units within FMP (Building Operations, Construction & Project Management, Planning & Design, Campus Services, and Utilities & Sustainability) operate in accordance with University policy, procedures and goals in meeting the budget and financial goals and objectives of FMP. The position assists and advises the Executive Director and the FMP management team on financial strategies for the department and its units. The Manager ensures financial processing and reporting for all projects and renovations are in place and managed.
The Manager supervises FMP finance staff, and provides advice and support to the FMP management team, ensuring that business objectives are met and best practices are employed.
The Manager assesses the financial systems so that appropriate levels of service are provided and resources are used efficiently. This includes developing new approaches to financial l issues, complex analyses, and challenging choices of priorities to recommend to the Executive Director.
QUALIFICATIONS REQUIRED:
EDUCATION:
University degree in business administration or an acceptable equivalent combination of education and experience. Professional accounting designation is required.
EXPERIENCE:
Minimum of five to seven (5 to 7) years’ relevant and progressive experience in financial management and administration, preferably in a University setting. Experience working with and interpreting policies and procedures pertaining to budget, finance, physical and human resources, including payroll and project administration. Experience managing complex budgets and dealing with multiple and competing financial demands. Experience administering policies and procurement matters. Experience providing financial advice to senior management, and participating in strategic planning. Experience supervising staff, preferably in a unionized environment.
SKILLS:
Highly proficient in use of MS Office software (Excel, Word). Experience working with FIS and HRIS or equivalent systems is essential.
OTHER:
Excellent administrative, analytical, problem solving and financial skills. Strong leadership and interpersonal skills including ability to foster confidence and motivation in staff and to develop cooperative, collegial working relationships with a broad range of University constituencies. Demonstrated judgment and decision-making employing both tact and negotiation skills. Excellent oral and written communication skills. Ability to manage competing deadlines and a variety of complex projects simultaneously; excellent time management skills; strong organizational skills and a high level of attention to detail and accuracy. Demonstrated initiative, diplomacy, tact and discretion. Ability to make sound decisions under pressure and in response to changing priorities. Strong collaborative approach with ability to train and develop staff and to build strong team morale. Consultative style with excellent listening skills. Proven ability to set priorities and work schedules to meet departmental needs and deadlines. Service oriented and responsive needs to the Department. Ability to create, and to collaborate and participate effectively within a team environment. Ability to work effectively in an interdisciplinary environment and to keep up-to-date on the rapid changes in the University environment. Discretion and confidentiality in dealing with highly sensitive information.
