The Office of Safety and High Risk at the University of Toronto is a tri-campus office that is mandated to address high risk and safety concerns related to University students, staff, faculty, and institutional reputation. The Office’s mandate includes carriage of the implementation of the University’s Framework for Responding to a Crisis or Routine Emergency.
Working independently under the general direction of the Assistant Director, High Risk, Crisis and Emergency Preparedness in the Office of Safety and High Risk, the incumbent provides a high level of confidential administrative, research, and project management support and coordination for the implementation of University-wide crisis and emergency preparedness and response initiatives.
The Coordinator assists the Assistant Director and the Office of Safety and High Risk in assessing and developing crisis and emergency response infrastructure (including reviewing and implementing protocol and plans, facilitating the socialization of crisis response through training and simulations, and supporting senior leaders during and after an incident).
The incumbent also engages in:
• conducting research and providing analytical input;
• preparing and synthesising background information and/or data and statistics for briefings and reports;
• providing advice on long-term planning and projects;
• facilitating training on emergency preparedness initiatives;
• maintaining, reviewing, and updating websites and public-facing documentation regarding emergency preparedness; and
• preparing compliance reporting on various emergency preparedness initiatives.
The Coordinator works with a wide range of University divisions to provide Crisis and Emergency Preparedness training at the Faculty and Campus level, in addition to administrators across several Vice-Presidential portfolios (including Operations and Real Estate Partnerships; Communications; People Strategy, Equity & Culture).
The Coordinator also provides support to the Director, High Risk and Divisional Support on broader training and preparedness initiatives for single-division faculties at the University of Toronto to deepen and develop high risk and response capacity within those divisions.
The role will be privy to confidential information about Faculty, Staff, University priorities, and strategic directions.
Qualifications Required:
I. EDUCATION:
University degree in a related field (Emergency Management, Environmental Health, etc.) or an equivalent combination of education and experience.
Professional Project Management designation an asset. Certification in or professional designation in emergency or disaster management or related program would be an asset. Being a member of Ontario Association of Emergency Management, and/or International Association of Emergency Managers would be an asset. Training in Emergency Management and Incident Management System would be an asset.
II. EXPERIENCE:
Minimum 3-4 years’ experience in fields directly related to crisis and emergency preparedness and business continuity, preferably in a post-secondary environment; applied knowledge of University policies, procedures, and practices; experience in crisis and emergency response planning, and response; streamlining and improving efficiency and effectiveness of systems and processes; experience in developing professional development resources and providing training.
• Project management experience.
• Demonstrated ability to communicate orally and in writing to all levels of the organization, including senior executives.
• Familiarity with applicable policies, legislation, and crisis frameworks.
• Demonstrated knowledge of emerging sector best practices, standards, and institutional compliance measures.
• A combination of experience in training and organizational development with respect to emergency preparedness.
• Familiarity with applicable Ontario and Canadian statutes, including the Emergency Management and Civil Protection Act; the Freedom of Information and Privacy Protection Act; and the Occupational Health and Safety Act.
III. SKILLS:
Ability to work with diverse groups, strong interpersonal skills and political acumen, ability to build and maintain strong partnerships with internal and external stakeholders.
• Effective collaboration, influencing, and persuasion skills and able to operate well as a project member in a dynamic environment.
• Ability to work independently with minimal supervision, taking full accountability for assigned tasks and commitments.
• Excellent oral and written communication skills; excellent interpersonal and organizational skills; ability to develop and deliver effective presentations; skill with standard office computer applications (e.g. Word, Excel, PowerPoint, Outlook, etc.).
IV. OTHER:
Highly developed interpersonal skills, with the ability to communicate both orally and in writing at all levels of an organization, including, preparing reports and delivering presentations to a variety of stakeholders; ability to produce detailed and comprehensive reports from a large volume of complex information; ability to interact with individuals at all levels within the University as well as externally; ability to deal with senior University Officers in a manner which facilitates cooperation; high degree of political acuity and judgment; flexible listener; strong organizational skills; ability to work independently and as part of a multi-disciplinary team; ability to manage and resolve escalated conflicts and complaints related to discrimination claims; analytical skills; extensive knowledge of equity data and resources and how to best utilize them. Demonstrated ability to act calmly under pressure. Comfortable working in a fast paced, highly collaborative environment where there is a high consequence of error. Demonstrated commitment to the promotion of equity in the workplace and an ability to work effectively with all constituents in a highly diverse community. Demonstrated ability to manage and regulate self-care and the ability to recognize the limits of one's own scope of practice.
