Under the general direction of the Director, Utilities and Building Operations, the Manager, Utilities Budget & Planning is responsible for providing foundational administrative functions essential to meet the goals and objectives of the Utilities and Building Operations department. This portfolio, a $75 million business, performs operations for approximately 180 acres with over 150 buildings encompassing more than 14 million square feet. This includes provision of heating, cooling and electrification of a daily campus population of about 75,000 people. An additional 25,000 are also provided heating external to the University.
The Manager, Utilities Budget & Planning will be responsible to coordinate, create and manage the inter-functional Utilities and Operations budget impacting departments within Facilities & Services and across the University, including Faculty. The incumbent will contribute through the analysis of both fiscal and tactical elements to determine multiple horizon strategies. Often required to collaboratively provide immediate support critical to ongoing operations requiring continuous open communication with the operating managers.
The incumbent will be responsible to manage the administration of the Site Deferred Maintenance, (DM) database for the St George Campus. The incumbent will coordinate the annual audit cycle and be a resource to the Chief Operating Officer in the development of the annual DM report for the St George Campus.
In collaboration with the Director, Utilities and Building Operations, the Manager, Utilities Budget & Planning will be responsible for data gathering and reporting of GHG emissions to multiple levels of jurisdiction. The incumbent will work directly with consultants to perform this function and as such will manage the central document of record repository to ensure University liability is minimized.
The Manager, Utilities Budget & Planning will oversee the maintenance of all metered and sub metered utility records for the campus. In particular for natural gas, water, steam and condensate. The incumbent will work to establish consumption forecasts for individual buildings as well as for the campus as a whole. The incumbent will also be responsible for the preparation of recovery utility rates to be billed to both campus and external customers based on actual and forecast utility expenses and other related expenses to the delivery of utility services to the St. George campus.
Qualifications:
EDUCATION:
Bachelor’s degree from a business program (BCom, BBA, BAcc). CPA or MBA designation preferred.
EXPERIENCE:
Minimum 5 – 7 years’ related experience operations, manufacturing or construction. Understanding of utility consumption analysis, utility meter & submeter record keeping, utility rate structure analysis, natural gas procurement is an asset. Cost accounting and forecasting experience required.
TECHNICAL SKILLS:
Proficiency in SAP, Microsoft Excel, Word, and Project. Knowledge of emissions reporting relevant legislation and regulations.
OTHER:
Excellent written and oral communication skills. Effective interpersonal, organizational and management skills. Demonstrated initiative, leadership, and strong customer service focus. Ability to meet deadlines under conditions of multiple demands and conflicting priorities. Strong analytical skills. Demonstrated ability to complete projects on time and on budget.
